After having completed his law studies at Copenhagen University, Per Soelberg was employed by the 'Local Government Copenhagen' (FKKA), a small scale Public Employer Association.

In 1990 FKKA became part of the 'Local Government Denmark' (KL). At the same time a reorganization of KL took place and Per Soelberg was appointed to head one of the three established Juridical Offices, providing consultancy to the local governments in Denmark. He became manager of the office providing Juridical Consultancy to the local governments of Zealand and the belonging islands.

After yet another major reorganisation of KL in 1997, Per Soelberg was appointed as manager of the 'Staff Juridical Office' of KL, which in addition to juridical consultancy to local governments countrywide also takes care of Legal Investigations as well as Contractual Privity and Transfer of Undertakings.

Since 1990 he has been Associate Professor at the Danish Administration Management College and at the Local Government Association College.
